When a little girl sees a doll, she gets all excited, but if she sees another little girl, she just stares. Why is that?

Children love to mimic, and one of their most important methods of learning is to copy.

Their early experiences are mostly about their care-givers looking after them, so it's natural that when given the opportunity to do so, they will want to roleplay this interaction.

They enjoy the experience, and very soon start to react excitedly as soon as they see dolls, in anticipation of the fun to come.

Children can make toys and dolls do whatever the child wants. They can't do that with another child. Plus a doll is always nearby when a child needs some comfort. The same wouldn't be true of a child.

considering much of the human race i don't get all that excited over live ppl either...
its the same way with adults too, look at how popular the sims games are, ppl just don't interact like they used to in the old days and now everyone is so isolated that i'm not sure they even know how to act around real human anyway. they're so competitive and angry all the time.

Because they can control the doll, ever watch a little girl play with a doll and notice how they like to do playacting? It is really hilarious.

A doll will not ask questions, hoard the toys, cry when things don't go right, or refuse to get bossed around.
One can never be certain what another kid will do.

Control.
The child is in the parents position. The child has complete control of the toy.

Maybe it's a way for a child to act out and do things that they may be afraid to do, things they aren't allowed to do or things they wish that they could. They are in control.
