Paypal is an online Banking System and it is free.
The reason why people use paypal is because some people don't want give out their credit card # when they doing online shopping, and paypal is a great way to solve the problem.
What happen is, you sigh up for a paypal account, and connect your account to your bank, and when you do online shopping all you have to do is, login to your paypal account and mail payment via e-mail address.
For example, your register name with paypal is abc@yahoo.com and the person who's trying to sell you a merchandise he has a paypal account too, and his paypal acc is abc@hotmail.com, so you can send him money directly by typing his e-mail address.
Best example will be eBay.

No they don't send you a bill. It is a secure site that you can list your credit card. That way when you are making purchases on line, the seller just recieves your payment from Pay Pal. Your credit card info isn't released to all kinds of questionable people and websites. Pay Pal is awesome.

Pay pal is this website that you put your credit card number in and it stays safe, so you could use it at any website that offers pay pal or eBay. So instead of typing in your credit card number in every time just save it and use it when ever, with a user name and a password.
