Yes. Market value per share is synonymous with the latest price per share. The exception to the rule is if official share trading has been halted, whereupon unofficial (over-the-counter) trading is then the market value.

FMV, or Fair Market Value, is the current asking price, as of the last price obtained from a specific exchange, of a stock so your answer would be dependent upon where your source "stock price" comes from. If you are saying that you go to NYSE.com and see a price for MSFT at 27.35 then the FMV as of last valuation would be 27.35.
