Anyway..Layover or Sleeping Sickness is usually a bacterial infection caused by parasites chewing on the gills or skin. In other instances, it is only a result of severe stress, such as a bitter cold or exposure to chlorine. The most common found parasites are Costia, Trichodina, and Chilodinella.
You will have to evaluate for all sources of stress and get them corrected. It is recommended by http://www.koivet.com to salt at 0.3% and then in at all possible, inject the fish to offset any infection that may be in the fish's system. Several medications are available.
There are other reasons also for sitting on the Bottom- Fish that sit on the tank bottom are divided into two categories.
Class A - Sinkers who have to struggle to swim to the midwater or the tank surface. These fish have a swimbladder problem, sometimes due to a bacterial infection, sometimes due to defects in air bladder filling and some are autopsied to find water in the airsac instead of air. Electrocution can cause this system as well.
Class B - Sinkers which swim fine when disturbed. These fish usually feature a massive fluke burden and are being weakened by the flukes. They rest on the bottom, which further assists the flukes in becoming numerous on the skin and gills. The fish will eventually die.
A dose of Healthguard or Fluke Tabs is usually rapidly effective to these fish. You can also perk them up with salt.

maybe your filters are to strong,fancy goldfish have a hard time swimming as it is,if you have a outlet pipe on your filter point it at the back of the glass to slow the current down

do you have a filter and air going into the tank? i know they can live with out the air but i have noticed on 2 occasions where when my air filter quit working thats what they do almost like they become lathargic but then about 2 days after we get a new one in there they start to come back to life that may be the trick

fancy gold fish don't swim very well. It's probably lazy because it doesn't have energy whether in the food and or the water quality is poor... give him quality food and do frequent water change.

check the water temperature of ur tank, probably its too cold. add a heater and check the temeprature. set the temeprature to 28 and then see the difference

flush it down the toilet and get a new one...just don't feed him to another fish he might have some kind of fish disease.
