The Notebook.
It is a tear jerker for any age. Even the strongest of people would be touched and love this movie.
I am 35 and my daughter is 13 and we both love the movie. I cant wait to share it with my 75 year old mother.
I thought it looked boring, but it draws you in and is very entertaining. My husband liked it too. He even cried a little.

I define a sad movie by if I cry or not. I bawled my eyes out to John Q. with Denzel Washington. I'm a burly, masculine guy, but any guy who has a dad that he's close or any dad, will be torn to pieces about five times. It tore me up. A walk to remember is a really sad book, along with the notebook movie. Nicolas Sparks is pretty much a good read all across.

A couple unconventional choices, but they're my pick:
Leaving Las Vegas => with Nicholas Cage, a complete movie (writing, direction, acting, etc.), but incredibly sad.
Do the Right Thing => Spike Lee's break through movie. Another complete movie, and sad for how powerfully it reflects our shortcomings when you are different than me and we don't "do the right thing". It shows, from the inside, how everything from bar fights to Mideast tensions get started so easily and unnecessarily.

I don't know if you mind reading subtitles of foreign films, but here goes.
The Color of Paradise is an Iranian film that is absolutely heartbreaking. Basically it's about the relationship between father and his blind son. The father doesn't want him and even more than not wanting him - hopes to kill him accidentally.
At some point the father changes his mind about accidental death of his son, but something spectacular happens at the end - see for yourself.

Without a doubt, "Grave of the Fireflies." It's about a boy named Seita and his baby sister, Setsuko, who live in Japan towards the end of World War II. With both of their parents dead, they try to survive on their own, but they both end up succumbing to disease and starvation.
It's easily one of the most emotionally draining movies I've ever seen.
