Is it a percentage of the total overs to be bowled in the innings or a fixed number, please explain

A bowler can bowl only 20% of the quota of his team. Normally if the match goes full distance when his team is fielding, the team bowls 50 overs and he can bowl 20% of 50 overs, which is 10 overs.
However, if overs are reduced on account of rain or calmity and the overs are reduced to 25 overs, each bowler can not bowl more than 5 overs. However, if the number of overs are not exactly divisible by 5 and you get fraction, i.e. if overs are 28 overs, than 3 bowlers can bowl 6 overs and rest two can bowl 5 overs each.

In short it can not exceed 20% in a full game and in case of reduced game match it could exceed 20% , but only by that fraction as explained above.

In an 50 overs match a bowler can bowl maximum of 10 overs.
If due to some reason the no. of overs were reduced,then the bowler can bowl overs by this formulae,

maximum number of overs = (Number of overs/ 5)

Presently maximum number of overs to be bowled by each team is 50 overs. Each bowler can bowl maximum 10 overs only. If the total number of overs is reduced due to any reason, the maximum number of overs to be bowled by a bowler will be 1/5th of the total over to be bowled, i.e. if the match is reduced to 40 overs each side, each bowler will be allowed maximum 8 overs.

However, where the total overs are not divisible by 5, one additional over shall be allowed to the maximum over allowed per bowler necessary to make up the balance overs, i.e. if after dividing the maximum overs by 5, if 3 overs are balance, these three overs can be given to 3 bowlers and thus if the bowler is allowed to bowl 8 overs, he can bowl 9 overs.

The Total Numbers of overs diveded by 5. is the maximum overs which can be bowled by a bowler. In some scenarios where ther e are odd numbers, one or two bowlers are allowed to bowl more.
