I'd give it a 1.
I thought it was by far the worst movie I've ever seen. It's basically a 90 minute ethnic joke about how stupid people from Kazakhstan are, but most people think it's funny because they don't know anyone from Kazakhstan. If Mel Gibson made the movie and Borat was Jewish, perhaps people would realize how disgustingly bigoted this movie is.

Judging by Brutal Honesty's post, this movie has to be good. Some movies that are considered bad are the funniest movies. The types of comedy movies i like are: Frank McKlusky CI, Dumb and Dumberer, A Fine Mess, and The Whoopee Boys.
