It was between the 3rd Quarter and New Moon
3Q - 06/30/1774 @ 18:59 (UT)
NM - 07/08/1774 @ 21:21 (UT)

However, if you were referring to the signing of the Declaration of Independence that was in 1776. And your answer would be as follows:
It was between the Full Moon and 3rd Quarter
FM - 07/01/1776 @ 15:30 (UT)
3Q - 07/08/1776 @ 08:56 (UT)

The Dec. of Ind. was signed in Philadelphia, PA and is in Eastern Standard Time (EST)
Keep in mind EST is 5 hours behind UT
(i.e., the Full moon on 07/01/1776 was at 10:30 (EST))
Also note, DST did not exist until the 20th century.
