i m gonna wear a short black skirt and black pantyhose. the skirt is pretty short, but it the tube kind. so what top and shoes should i wear? is the bottom safe, like should i wear bike shorts under?

I'm not so crazy about the pantyhose, but it's a good option. If you feel uncomfortable moving around the skirt, then better make extra precautions, like the cycling shorts you mentioned.
For the top, wear a sensible but pretty one (like what Katie Holmes wore the other day!) Make it either a subtle pastel color or fun, happy color to balance out the black in your bottoms =)

You should go with a tight white shirt and black high heels for secretary style.
Or get a long sweater shirt that cover your butt and wear flats for fashion style.

Wear a nice pair of high heels and a silk button up that matches the heels. If you are super trendy get one of those waist belts.

beacuse you are wearing a short skirt make sure you dont wear a top which is to reavealing because it might end up looking trashy.

a long sweater cover butt
length in sleeve
colorful
and dont wear the pantyhose
just wear short
and coverse or funky shoe
it will make you look young
but this is kinda asian style

i agree wear a bright color like red or a subtle color for a more sophisticated look.
