you can wear the same clothes like you do at home. just when you go to any official places like hospitals, schools, govermentplaces etc. you should not go in shorts, mini skirts or sleeveless. at the beach you can wear anything as long as you are not naked. if you go to another emirat then dubai, it's a different story.
if you walk around here in miniskirt, highheels and just a belly free top you must be aware of men staring at you. only during ramadan you should get dressed more decent.

Any thing that make you feel confortable except topless but you have to be aware that in some Emirates you can't wear shirts showing boobs and the skirts should be under the knees like in Sharjah for example while in Dubai you can wear open t-shirts, short dresses and short skirts like in Dubai for example

Western women wear everything, they walk around in short, sleeveless, anything they want
Dubai is the most free country in all the Arab countries in that matter.

Decent western clothes: no showing boobs or bare arms/legs.
But jeans and t-shirt are fine, or skirt just over knees.

Swim at the beach in bathing suit plus football-shorts, no bikini, and never alone.

Depending on the place, they can wear anything they like down to rather conservative clothes.
In general, normal decent stuff is OK.

Clothes have to be loosefitting and not very short. That's all. No hijab is forced upon them and they are free to practice their own religion.
