OK, what if a pair of twin brothers married a pair of twin sisters at the same time. Then both of the couples have a child. If that child is the same gender for both couples, will those children be twins?

The children will not be "twins" (they will likely not look the same, though they may look similar in the way siblings do). This is because during meiosis, the genes in each haploid are random, from both parents.

For example, if both twin brothers had a dominant gene for black eyes and a recessive gene for green eyes, one twin might pass on a black eye gene to his child, while the other might pass on a green eye gene.

Twins are babies that are carried in the womb together. You did not mention whether the sets of twins you ask abou were fraternal or identical twins. Fraternal twins(2 eggs) are not ny more alike nor different tan any other 2 broher or sisters. Identical coming from one egg do have the same DNA. Even if te 2 you ask about were identical, whn the gametes wee made, the splitting of the information for the haploid gametes would not split them the same way.
They would be cousins and probably look alike. My twins children look alike.

Assuming the twins are identical, the children will be cousins, but they will be as genetically related as ordinary full siblings (50% related).

If two brothers who are not twins marry two sisters who are not twins, their children will be "double cousins," and will be as genetically related as ordinary half-siblings (25% related).

no. they will be cousins that look very much alike if that pair of twin brothers are identical AND if that pair of twin sisters are identical.

They would genetically be brother and sister but not twins (unless you mean fraternal twins)

no, the children will not be twins. although their parents are twins, they are still different people. those two kids will be cousins.
