Yes, he is a racist! First and foremost, it is absurb that in this day and time we are still disrespecting each other by referring to slavery days. Any comedian can tell you that they have been heckled before in their life. That is just part of the job! If he thinks that people believe that bs excuse he gave as why he did it, he is stupider than he looks. There is no excuse and no justification for what he did and he should be reprimanded just as a black person would if they had done the same thing. Has he never heard of professionalism? Haven't you all been heckled at your job or a person got unruly? Did you just immediately blow up or did you show some tact and kept your cool? Most people would keep their cool especially when they are a professionals and I can't fathom why anyone would protect or condon his attitude when it is clear that this is his feelings towards the black race.

Kramer may be a character but he is a part of Michael Richards and as far as I am concerned all parts of him is a racist.
