does this mean the TALLEST part(the length) is 22 and the FATTEST part (the width) is 14? is this correct?

Normally you would call the longer side the length and the shorter side the width, but I don't think it really matters. With furniture, they use height and width (and depth). So if you buy a tall bookcase, the height is longer than the width, but if you buy a sofa, the width is longer than the height.
