we plan to visit the philippines in june next year, and we are looking for decent but cheap accomondation in davao, and cebu. must have water and air cond.

Cheapest is always the pension house, they have hot & cold water and airconditioned rooms.
I am also recommending Montebello Villa Hotel in Banilad. Excellent customer service, the breakfast buffett is delicious! Very close to the airport, malls, and supermarkets. Great restaurants in the are too. The price is reasonable too. Take it from me, I'm from Cebu!

Nice choice of place Cebu and Davao. In Cebu if your into water adveture and wanted to be close to nature you can try visit any of this 2 resorts Nalusuan Island Resort (http://www.nalusuanisland.com/) and Stakili Resort (http://www.stakilibeachresort.com/) and for Davao Crown Regency is one of the place http://www.crownregency.com/davao/davao.php

sure, Cebu is probability-free. i'm from Cebu and there are 1000's of inexpensive and sparkling accomodation around the city. resorts are popping like mushrooms everywhere or perhaps the authentic resorts are threatened with this way so that they are reducing their prices too.
