The President only participate in the making of a law because it is Congress that makes laws and it is only sent to the President for approval.

The President does not make laws. Congress makes laws.

He doesn't the legislative breanch make the laws but the president can "veto" the law meaning he can say no to it passing.

Bush does it by taking a law from Congress and putting a signing statement on it that allows him to do whatever he wants. Neat trick eh? Otherwise he has to lobby for Congress to do what he wants and hope for the best. A little arm twisting is often used, but Congress only has that authority normally.

The President can help a law pass if he (or she hopefully) wants to. They can also veto it and block it if they want to, also.
