I have a friend whose apartment manager came in his apartment and took everything of value which is abot 2000 dollars worth of stuff but he only owes 300 she did this with no warning or anything is this legal

Contract liens are totally legal and are probably a part of the generic lease your friend signed. The landlord has the right to remove enough property to cover the amount owed. But that is based on the fair market resale value, not the replacement value. If your friend's TV cost $600 when he bought it 5 years ago, it's not worth $600 now; fair market value would be less than $100. It takes a LOT of personal property to equal $2000 resale value. The good news is if your friend pays what he owes, he can have his stuff back.

A contract lien is permitted in many states and it generally gives the landlord the right to enter your apartment and peacefully remove and/or store all property subject to the lien.

The property must be returned when the rent is paid. Your friend gets to pay the cost of removal and storage as well.

Read the lease.

Edit: Texas is one state that permits a contract lien in a rental agreement. You didn't specify what state you are located in.

It doesn't sound legal. Call the police and have a copy of the lease with you when they arrive.

NO, it's not contact the police.I knew someone who had this happen, they had to return everything and got sued too
