Impossible to say without more details, as laser printers varies from 300 dpi all the way up to 2400 dpi, and some can even do color.
Inkjets and bubblejets are almost the same, albeit slightly different ink ejection mechanism, and the end result depends heavily on the paper type used as well as the ink itself (inkjets need paper with more clay to "lock in" the ink).
Dot matrix is a pure impact printer and they are extremely noisy when going at full speed. Even with 24-pin printheads they need several passes per line to achieve maximum quality. However when printing multi-part forms they are still the best solution other than a manual typewriter. OTC used to make a model with three separate printheads printing simultaneously called the "TriMatrix". It's very interesting to watch.
If you want to talk about the technology in general, then the laser is capable of the highest print quality on the most type of media available.

The HIGHEST print quality CURRENTLY available is Laser.
There is an OLD, (almost antique) printer that was better, it was a "daisy wheel" printer, (basically a typewriter driven by a computer interface.) It was limited in fonts however to the available "daisy" wheels available for it.
For B&W you can buy a good laser for under $150, for color, somewhat more, but available under $500; and the BEST color is from a "dye-transfer" type printer which is EXPENSIVE, and almost limited to "professional" use.

usually laser jet, but color laser jets are very expensive. If you want color, there are some ink jets that have really good resoltuion.
