Desire overrules objectivity to put it simply. Obsessive-compulsive disorder, an anxiety disorder, with a potentially disabling condition that can persist throughout a person's life. The individual who suffers from OCD becomes trapped in a pattern of repetitive thoughts and behaviours that are senseless and distressing but extremely difficult to overcome. OCD occurs in a spectrum from mild to severe, but if severe and left untreated, can destroy a person's capacity to function at work, at school, or even in the home.

It basically means you do things with a paranoid attitude. For instance, you are a neat freak, buy things just to buy them, must have everyting a certain way because if you don't it will ruin the world.

It describes someone that is obsessive and compulsive.
A few examples...washing hands repeatedly, can't stop cleaning things, getting up all in the night to check things.
