Practice dribbling with a tennis ball. First start with ball in front of you and then work the ball between your legs, behind your back etc. etc. Treat it like a basketball and perform moves with the same quickness. Do this untill you master the art of dribbling with it. Once you feel like its too easy. Go back to the basketball. That will be 10 times easier.

best way is to practice, especially with competition

first just try to dribble while looking at ur hands and try to get really good at that. then move on to dribbling without looking at ur hands

quickness does not really require training with a basketball once u have good dribbling
for quickness, its all about leg muscle; practice liners/ jumping
they are essential for explosive movements

and as for ball handling squeeze the ball really hard..
