Right-click on an empty area of the desktop. Select "Properties" from the menu that pops up. Click on the "Screen Saver" tab of the dialog that appears. Put the lockout period you desire in the "Wait" field. Click on the OK button to close the dialog.

I'm not sure what the time has to do with needing a password, but you can often fix problems with the time by going in to your BIOS settings.

The BIOS is the software that loads your operating system(Windows I assume). When you first start you computer there is probably something that says 'to enter setup press ' or something similar(sometimes F1, etc.). Press whatever key it says to go in to setup.

In the basic options there should be a time and date that you can set. After fixing those settings hit escape to get to the main menu then choose to exit and save settings.
