The human body is constantly generating heat- unless its not alive. Our digestion, muscle movements, and regular metabolism create heat. We normally give up that heat to the atmosphere around us- or warm up the mattress and blanket if we're not out in the atmosphere. When our body temperature and atmospheric temperature are the same, the heat will not flow as easily as when there is a large temperature difference. Most humans are comfortable at 72 degrees F as that seems to be "equilibrium" for giving up the right amount of heat without making us feel cold.

we are constantly @ 98 degrees because our bodies regulates our temperature by allowing excess heat to escape.so our body surface may be at a higher temperature, so we'll feel hot as the body heat doesn't escape as fast at higher temperatures.
but all this depends on our level of activity

Because both respiration and metabolism generate heat. When the outside temperature is 98 degrees our respiration and metabolism isn't able to slow down enough (or stop), and therefore we overheat.

our CORE tempetature is 98, the out side covering called skin is about 68 ish degrees
