My stamp pad is dry from disuse and I don't have any bottled ink.

It will depend entirely on what type of ink pad it is. Spritzing with water may help - but only IF it is water soluble. It should say on it somewhere if it is

You could try and store it overnight 'upside down'. If there is any ink left in the pad it will come closer to the surface.

You may just be out of luck and it will be too dry to use. You could always have a look on e-bay - often works out cheaper than retail shops.

If the pad had water soluble ink. misting it with water might work. Any other type of ink, you'll have to re-ink, or chalk it up as a loss.
