imagine the center of the flat (usually bottom) side of the cone. If there were an imaginary line that went straight up from the center, it should pass through the apex (or pointy end) of the cone. In this case there would be zero eccentricity. It the cone were mashed over to one side or leaning a little bit, the imaginary line would miss the apex (or pointy end). In this case, the cone would have eccentricity.

Basically, eccentricity for the shapes you mention is the distance between two center points.
