Word of mouth, pass out flyers, bulletin board flyers, set up at flea market. Good Luck, this is the time of year to sell a lot of crafts.

I have an idea, been trying to get this out to people. I belong to a club that rewards people for shopping, much like a punch card system or a loyalty card program like at Rite Aid or Pathmark. For you, the merchant, it's FREE just give a discount each time someone buys a craft from you with a club card, and tell them you will give them credit for their friends. You could also talk to a school into having fundraisers to bring you more customers by having craft sales and all that. It doesn't hurt to check this out and to look into it.

Get to your local library and look for (or order from the system) "Marketing without Money" by Nicholas E Bade. There are over 300 tips on how to get your products out there without a ton of money.
