I'm not sure about your question... Are you talking about the new 10-digit dialing rule? It is now mandatory in Ottawa (613) as well as in Montreal (for 514 and 450 area codes) since the end of October. I did not hear about another area code for Ottawa, except 613.
I know about a new area code 226, introduced in Southwestern Ontario (in the area code 519 - Windsor, London, Kitchener, Guelph), but this does not affect Ottawa. It will be gradually introduced once all numbers in the 519 code have been completely exhausted.

There is only one area code in Ottawa(all of) is 613, which you have to use to call anyone(10 digit dialing, 613-123-4567)
Hull/Alymer/Gatineau in Quebec is 819

Lol like everyone else said, he's from Gatineau. Probably living in Aylmer ( now Gatineau ) . I live 10 minutes from Ottawa on the Gatineau (aylmer) side, and I know that if anyone asks, I just say I live in Ottawa because i'm lazy to explain where Aylmer is. Have you met this guy? Maybe he was lazy like me ..
