Probably too late, but immediately take the battery out so it can't short circuit the phone. Also remove the SIM card as that's probably pretty precious to you. Try to drip all the water out and then set it next to your laptop fan or an A/C vent, or something similar, but nothing hotter than the laptop fan, for a few days. In a few days, if the screen is no longer foggy, put it back together and try to turn it on.
Worked for my phone which vibrated into my sink.
Still doesn't work after a few days, you're gonna have to get another one.

It's screwed, I had a RAZR and totally forgot it was in my pocket and I went river rafting and the raft tipped and the RAZR wouldn't even turn on, next time, don't take your phone into the bathroom and if you do, don't put it on vibrate, next time be sure to get a Nokia, they are pretty sea worthy, I had 3 that took a trip in the swimming pool, they all worked fine after they died out but I still got a new phone because the buttons were a little hard to push.

The best thing to have done as soon as it happened would have been take it out and pull the battery off right away and let it sit off for 24-48 hours.
As for replacing it, if you don't have the insurance plan, you gotta buy a new one. Check e-bay for cheap deals or onlinein general.

Try taking a wet stone and grinding it til it's razor sharp again.
Sorry, there's no fix, belongs in the garbage.
You've shorted, and rusted it.
