Yeah I agree with the first poster, but only because it's both important and not so controversial.

When giving a speech as an assignment, you want to make sure that you can relate to the largest cross-section of your audience..while making sure your topic is both serious and a current event.

Take that approach and you are sure to score high marks. If you are good about reading your professor you can take a specific slant. For example I had a lesbian professor so I spoke on gay marriage, giving it objectively but with a slight slant on being for it. Had another one who was Wiccan so I added a poke at organised religion.

Most people can be manipulated in such a manner, but unless you are very good at reading someone and can still provide your information objectively without an obvious bias...I'd stick to the safe topics for general appeal. Those sorts of speeches and papers are always easier to argue for if your grade is on the line and all, as you speak of your intent to appeal to a wide-cross section and not incite.

If your teacher will let you choose your topic, pick one that is interesting to you, one that you care about. I don't know what grade you are in or how old you are, but here are some that might be good:

importance of voting

effects of bullying

homework
(Did you know that researchers are seriously beginning to question how much homework is really necessary?
There's a lot of research on this.)

Teenagers and the need for sleep--another area of research--some say teens need as much sleep as toddlers!

Voting age--should it stay at 18 or be dropped to 16?

Military draft--we don't currently have one, but Rep. Charles Rangel (spelling may be off) recently proposed (again) that we require young people to register for the draft TO PREVENT WAR.
(If I understand this correctly--his belief is that if there were a draft the president and other elected officials would think twice before engaging in conflict.)

Town curfews for young adults

Misconceptions, stereotypes, and prejudice about skaters
(skateboarders)

Rap as Poetry

Minimum Wage vs. the idea of a LIVING wage


Good luck with your topic selection and the development of your speech. Research your topic well. Facts are needed to persuade.

Eh Upcoming Elizabeth, I thinketh you could be more of an upstart crow about something relevant to you. My son did an interesting persuasive about the negative effects of sugar. I like to see essays / speeches on something you learn from and can really rally behind. How about persuading your audience to take a stand against overuse of petroleum products or fuels and offer viable alternatives? Persuade people to make good use of their time by turning off their TVs and talking to their children / parents. Encourage people to discuss issues around the dinner table, etc.

There's this horrible chemical called dihydrogen monoxide. It's really poisonous, and kills a bunch of people a year, but it continues to be used in teh Styrofoam industry.

Then, after you give your speech, you should ask how many audience members you've persuaded to "ban" this horrible chemical.
After a few people raise their hands, you should reveal to them that dihydrogen monoxide is nothing more than a fancy term for water.

I'm in your shoes my self with a college paper. The best information that I can give you, is to write a paper over what you feel strongly on and how much information you can give on it. When writing your paper though make sure that you write in third person and that you can back it up by facts and not opinions. do a little research on it so that you have lots of information and make sure that you don't write word for word on what you read. Put everything in your own words. I you feel the need to write word for word what the authur has wrote make sure that you put down his name and where you got your information from. Best of luck with your paper

My first Speech was Ptrick Henry's "Give me liberty or give me death." It is very moving and if you read the history behind the speech you will understand his passion and in turn deliver the same results.

Go with a topic that you feel really stongly about, something like in politics. Such as for or against cloning or abortion, then state why you feel like you feel. Make sure you have sufficient reasoning,
