I dropped a hammer on my second toe and I doubt I have any fractures but now the nail is like 99% all black. I know they have to make a hole in there to release the blood but my health insurance expired so I'm trying to see what I can do about this.

The nail is disgusting dark purple now, and I have been putting ice... Neosporin Antibiotic Ointment on it since yesterday..

If you did this yesterday the bleeding under the nail has stopped by now. (unless you are on blood thinners for some reason in which case you need to go to the ER). The nail will continue to get darker and so may the toe. It will be no different than anyother bruise and it will change colors as it resolves. Yes your nail will probably fall off.
Putting a hole in the nail at this time probably won't do anything. You need to do that while it is still actively bleeding or just after. It is to release the blood collection thereby releasing the pressure. But since it happened yesterday the blood is already coagulated so it will not come out it just has to be reabsorbed.
Personally I would soak the foot a couple times a day for 20 minutes or so in warm water or use a heating pad a couple times a day. The heat will increase the circulation in the area and help to breakdown the collection of blood. Don't soak your feet longer than this though because you can do damage to the skin and cause other problems for yourself.
When the nail falls off, you won't need to do anything. The nail bed underneath will already be hardened because of the separation of the nail bed and nail so it shouldn't be painful either. Do keep the nail trimmed as it starts to loosen so it doesn't catch on shoes or socks or even towels. If you catch the end of the nail and pull it off before it is ready it will hurt when it happens and will continue to hurt for a while after.

Well Simon, that must have hurt, huh? I dropped a dinner plate from a top shelf once and it landed edgewise between the joint of the big toe, after the feeling came back in two or three days, the toe started turning black. When I was sure it wasn't gangrenous I made sure I was more careful after that. I was able to put a shoe on in a week or so.
What can you do...? Well, don't drop hammers on your toes for one thing. Pay you hospital bill for another. Your nail is going to fall off, for sure.

Ouch!!!! You toe sound like it sustained some serious damage.
It sounds like you have blood under your nail. If you are in pain, the blood under the nail needs to be drained. The second web page will tell you how to drain the blood, if you are not squeamish. If you are unable or unwilling to drain the blood from under your nail, you need to go see a doctor. It is important that you do what it says to do about the follow up care to prevent your toes from becoming infected. if you have Diabetes, or and auto immune disease or a vascular problem, you should not attempt to drain the blood. If you have any of those diseases it becomes hard for your body to fight infection.
REMEMBER: IF YOU ARE NOT IN ANY PAIN DO NOT DRAIN THE BLOOD. IT WILL GO AWAY ON ITS OWN.

You are talking about infection...soak your feet in epsom salts from any drug store....then wash with peroxide.
Don't make any hole. Just keep cutting the toenail slowly.
I wish you'd get to a doctor's...you could have more than that wrong and it will hurt for the rest of your life....if it heals wrong.

If you don't get rid of the mucus, your toe might get infected. This will spread to your feet then your feet will have to be amputated. I suggest seeing a doctor. It may not be as bad. We don't want to have to call you Stumpy!

You just have a working man's injury, even if it is broke, you cannot cast it. Welcome to the club, I think everyone of my toes have been broken at one time or the other.
