It depends completely on the vacuum. If your vacuum has a HEPA filter, it won't throw dust back into the air, so you can do either. If you don't have a hepa filter, I'd say vacuum, then dust so that you can get all of the dust that is blown back into the room. There are also vacuums with great dusting attachments so that you can do both at the same time. The best dusting attachment I've seen so far comes from the Dyson DC15 complete. The soft bristles make it really easy to dust whatever you need to dust.

It's better to dust first. When you dust, the dust will settle down to the floor, then you vacuum it all up. It would make no sense to vacuum first, then dust because all the dust will end up on the floor.

Good question. If you dust first and then vacuum, the vacuum will spew more dust into the air, so I would suggest vacuuming first, wait for the dust to settle, and then dust.

Dust first. That way you can vacuum all the dust that falls on the floor.

When you dust all the dirt (not only dust goes on the ground) so then you probably need to vaccume it. right
I sugest that you change the filter on you vacuume if you like a cleaner exaust from it.
And if you are realy a dust free person get some of those watter filter vacuumes.

I always dust first, figuring it knocks the dust on the floor. But, if you have one of those older type nasty dust-spewing vacuum cleaners, I suppose it would be like fighting a losing battle. Unless you have OCD - then you would: dust, vacuum, dust again, vacuum again,...and so on. LOL!

Dust, move the dust that does not stick to the rag into the floor where it can be vacuumed up.

Vacuum first and then dust.
When you vacuum, the cleaner will force particles airborne that will settle on your furniture. This will happen regardless of the filtration system on your cleaner.
When you dust, use a spray or oil on your rag. The spray / oil will cause the dust to stick to the rag and not broadcast it on to the floor.
