It was surely used to retain power, and at the very end before Hitler was made dictator but I'm not so sure it was used to initially gain power and popularity. Hitler was a very charismatic speaker who, along with the Nazi party, appealed to the German people's sense of nationalism and their displeasure with the economic conditions in Germany at the time. Hitler didn't get into office via a coup, he was appointed chancelor by the Nazi party which controlled the German parliament.

I don't remember it being used to gain power.It was used against them and they capitalized on it.
