"The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people"

The Ninth Amendment has generally been regarded by the courts as negating any expansion of governmental power caused by the enumeration (listing) of rights in the Constitution, but has not been regarded as further limiting governmental power.

It is a hard one to explain and seems to remain open to interpretation by many judges and courts.

It's the "Hey, dummy, we don't have enough paper to write it all down." amendment. They quite literally did not have enough paper or time to note all the rights humans should have, but they figured that REASONABLE people would understand their meaning. But, these days, being a reasonable person is automatic disqualification for Congressman or Senator. Recent history has proven the Founders wrong on this point. The 9th Amendment means NOTHING to the Congress, the courts, and several recent Presidents of the United States.

This means that just because a right is not written down, that does not mean that the people gave up that right. Most people think they have a right to privacy. There is NOTHING written down in the Constitution on privacy. This does not mean we don't have the right to privacy.

The Ninth Amendment states that the rights of the American people go beyond those listed in the Bill of Rights. The listing of rights in the Constitution does not mean to deny other rights to the people-rights that may not be listed. Some people claim that this amendment goes even farther than covering such unlisted rights as the right to privacy and freedom of association. It has been said that it supports such broad rights as the right to education, employment, housing, income, and medial care.

its basically stated in first couple sentences. i believe a 7 year old would understand it.
