i would say yes - of course that depends on what the nature of the business is.
If you wanted to open a first class restaurant and needed premises fitting out with kitchens etc, or a factory with heavy plant machinery needed to run the business then you might struggle! however, i have a services based business and work from home, it cost me around £1k to get up and running and i have just passed my first year and am here to tell the tale.
as long as you do the financial planning you need and feel you could do it for £10k then go for it! it could be the best thing you ever do.
