It seems to me that it would be just as efficient as having it in the oil pan. Besides, it seems to me that it would be a lot more cost efficient when it came time to replace one.

most if not all oil pumps are driven by the distributor drive gear and shaft ,so they just mount the pump below it,american motors had some engines with the pump on the outside of the block in the 70's

American engine designers have settled on the time tested wet sump block which has a large reservoir of oil in a "sump" that the oil pump pickup sits in. Most aircraft and some exotic European cars use a system called a dry sump where all of the oil is kept in an external reservoir and pumped by an external pump through the lubricated parts of the engine. While it seems easy to move the location of the oil pump to the outside of the pan, the cost to redesign a block for a component that almost never wears out during the manufacturers warranty period, is substantial and you will not see it happening soon.

While most oil pumps are inside the pan, some were external. The Mopar big block V-8s and the Corvair are two that come to mind.

Manufacturers care nothing about the cost to replace. If they can save a couple of dollars by using the design that they have now, that will be what you get. A pump in the pan is tested technology that is very inexpensive to design and install at the factory.

the reason is simple oil will clog the pumps that carry it to the engine

what r u goin to drive it with ? ? ? ?
what happens when the belt gets wet or breaks.
chain, run an break, or wear out real fast.
elec. fuse blow, wire break
leave it in the pan
