Otto Von Bismarck was the Prime Minister of Prussia under King Wilhelm II. He was the driving force behind the unification of Germany under control of Prussia. Bismarck essentially used the fear that Napoleon III of France would conquer the smaller, independent, German speaking principalities as a mechanism to unite them with Prussia. This was successful and Wilhelm II became the first German Emperor, and Bismarck became the first Chancellor of the German Empire. The Franco–Prussian War ensued with Prussia being the victory, which sewed the seed of discontent that eventually led to World War I and the harsh terms imposed on Germany by France and the other allies under the Treaty of Versailles. Of course, Versailles is what caused World War II. There is also a belief that the unification of Germany under Prussia is what caused Germany to be so militaristic and contributed to the anti-semantic feeling in Germany just prior too and during the World War II. Prussians had a long proud military history, and where world renowned for their military prowess. Moreover, in Prussia, the military officer class was known for it's German racial superiority viewpoints.

Does the "ends justifies the means", basically means if the result of something is good; does that justify the steps taken to create the result, even if some or all of the steps had negative consequences.
