a non-resident visitor to the uae can drive with a valid international drivers license issued by the motor vehicle authoroity of the country whose passport the traveler holds.
if you want to hire a car in the uae, bring a valid intl. license, your nat. license, 2 photos and passport.
for my knowledge the embassies do not issue intl. drivers licenses. because these documents a tourist is suppose to bring with them. the embassy takes care of tourists just in case of emergencies.

You Can Drive I Dubai, But You Are Limited To Driving Rent A Cars Only, If You Plan To Drive A Friend's Car, Then You Have o Go To The License Dept And Get The Temperary Int'l Drivers License, with which you can freely drive all over UAE.

You can only if the following conditions are met (1) you hold a valid tourist or mission visa (no resident or work visa holders can drive on foreign license) (2) you have a valid International driving permit (get one from autoclub or post office or where ever they issue those) (3) the vehicle you are driving must be a rental (tourists are not allowed to drive private vehicles). to be sure about the passport check with any UAE car rental company if they will accept your license+passport combination , if they do it should be fine with police too.

You should have gotten an international driver's license before you left. Check with the American Embassy, you may be able to get one while you're there.
