That depends on where you intend to sell. First, start off with a ficticious business name, then a tax id. With those you should get your resale permit. Next, you may need a home occupation permit to sell with your home as your base of opperations. If you want to set up a store, the licensing depends on where you are.
Srangely enough, there arent too many restrictions on the sale of Japanese swords, provided the blades are in compliance with the weapon codes of California. I am in Santa Ana/ Costa Mesa, and am doing just that. Contact me if you need any help.
