Yahoo! Geocities allows you to build your own website for free (I think). You might need to have good knowledge of XHTML and the various scripting languages of webpages to allow users to submit questions and answers. Alternatively I have come across many websites that use a forum program. Try finding one of these websites and that might point you in the right direction.

Microsoft (free domain and hosting for life) , Google (Googlepages, Blogger) , Yahoo (Geocities), Freewebs are some of the companies offering free websites with design tools . A list of free websites with features and links is available at http://tinyurl.com/lw7kp

I've got my broadband with madasafish, that comes with a 100mb of free webspace? If you go with most of the freebe websites you'll get a URL that will be too long for anybody to bother with e.g.
http://www.freebeesomething/myspace/jeffsxpandvista.htm
Yea, I've half an hour to type that in, just rolls of the tongue!
