Putting it simply:
Effort force, is force that must be applied to do something,eg, to push a block.
Resistance force, is the force which restricts the movement,eg, the friction of the block with the ground.

there is not a thing called Effor Force that is made up

In physics, resistance force is the force which an effort force must overcome in order to do work on an object.

Resistance force can be expressed as

R × DR = E × DE
where:

R equals resistance force
DR equals resistance distance
E equals effort force
DE equals effort distance.
