3. the number of electoral votes = the number of senators from that state, which is 2 for every state, plus the number of reprentatives in the US House of Representatives. The Dictrict of Columbia also gets 3 electoral votes, even though it doesn't have any senators or congressman as a result of the 23rd amendment to the US constitution.
