My phone is out of service and was wondering what online service does this, where you type, a receptionist reads what you typed to your recipient, and will type to you what your recipient said.

This service is free, to my knowledge.

Google "Message Relay Centers" it's used for telecommunications with deaf people. And I've never head of this service being free.

you're asking two questions:
how can i call online?
=and=
how can i chat with somebody?

I can answer both with two words
"Yahoo Messenger"
download it from yahoo first then you can chat and call a person online
sending a message during chatting cost 1cent(not sure if it should even cost anything, but thats what i have heard)
if you call a person online(through headset or microphone)
1 cent per minute

this is called remote connection but this doesnt happen without internet connected
