"B" movies are the current rule, not the exception.
In order to make money the producers think all they need to do is spend a lot with special effects and expensive violence and they'll make at least 'a few' millions. And they are right. And if they happen to hit the right balance of gun battles,fist fights, gore, sex and car chases - Voila! A blockbuster and they clean up at the box office.

I'm not armed with stats but imagine there is a really 'good' movie in about every couple dozen 'turkeys' coming out of Hollywood these days.

they have evolved into something else as technology, genres and the amount of money that is in movie budgets has changed
