No one really knows who created the stone, but it was done during the reign of Ptolemy V in Egypt.

Ptolemy V is credited with "founding" the most famous stone - but in fact The Stones were founded/commissioned/created (whatever) much earlier - Ptolemy III was the true instigator of the decrees "set in stone".

The Rosetta Stone is really a set of 3 - the first stone set was created by priests/scribes during the reign of Ptolemy III, the second during the reign of Ptolemy IV, and the most famous stone set was created during the reign of Ptolemy V.

The stones depict decrees by the Pharaoh of the day and were inscribed in 3 texts : Hieroglyphic (said to be the language of the Gods), Demotic Egyptian (common Egyptian), and Greek (in common use due to Alexander the Great).

The translation of the Rosetta stone unlocked ancient Egyptian history which until then had been a mystery even to Egyptians. The Champollion and Young translation in 1824 enabled researchers (and the world) to understand Egyptian history, not only from the perspective of previous historians, but from the perspective of the people who lived it.

The Rosetta Stone is a text written by a group of priests in Egypt to honour the Egyptian pharaoh. It lists all of the things that the pharaoh has done that are good for the priests and the people of Egypt.

Ptolemy V was the 5th ruler of the Hellenistic Ptolemaic Dynasty, which ruled Egypt from 305 BC to 30 BC. His rule began when he was five years old, and thus much of the ruling of Egypt was done by Regents and royal priests. These priests continued the precedent set by Ptolemy III (whose decree appears on the Stone of Canopus) of issuing decrees to the populace, in order to maintain support for the dynasty. They had the decrees inscribed on stone and erected throughout Egypt. The Rosetta Stone is a copy of the decree issued in the city of Memphis.

No honey, not founded nor created but discovered? OR if the question IS 'created' it is the Egyptians among other ancient cultures who compiled this information to provide a key to deciphering hieroglyphics & other ancient alphabets based on symbols. Not a very detailed answer...hopefully others here will supply better information! Good Luck!
