Using the term 'right' to force is unwise as it implies a moral element.

The United Nations does have the power to deploy forces - the best example probably being the Korean War, in which a multinational force attempted to end the conflict in Korea. At one point, under General MacArthur North Korea was almost completely occupied by UN forces.
