in certain situations (ie victims of rape, child abuse, etc) they wouldn't want their "face" be publicized.

Even more than the accused, witnesses are entitled to not have their faces publicized. Gangs have been using cameras & lately camera phones to intimidate witnesses.

Well... most people that are arrested would rather not advertise the fact. If you were falsely arrested (for example for solicitation), would you want to end up on the evening news?
