Here's how it's explained in social work training:
Chid abuse is an act of comission. You strike a child, you molest a child, you burn a child. Child abuse is typically something that the police will arrest for. A child's injuries or a child being molested can even be a felony. Physical abuse can encompass something as minor as a bruised buttocks from a spanking to a broken bone and burns. Sexual abuse is using a child in any manor for sexual gratification. This includes fondling a child, raping a child, making a child perform sexual acts, sodomy, making a child watch pornography, and exposure.
Neglect is an act of omission. You don't provide something for a child that you need. This can include supervision. Such as if a parent is incapacitated due to drugs or alcohol around a child they are neglecting that child because they can't provide. This also includes not taking a child to the doctor for needed medical treatment, not providing food, having a horribly dirty home, having horribly dirty children, etc.
Contact your local social service agency, or the police, to report.

Child abuse is an act of "comission", meaning that something is actively done to harm or disadvantage the child. Child abuse includes physical abuse, sexual abuse, emotional/verbal/psychological abuse, societal abuse, financial abuse, etc.
Child neglect is an act of "omission", meaning that a person does not provide the services necessary to foster the healthy development of a child, such as adequate supervision, food, clothing, shelter, love/affection, etc.
Reporting abuse depends on where you live. There should be some form of child protective services/children's aid society/family and children's services. If you are not sure if a situation is abuse/neglect, you can call them and ask them "hypothetically" if the case is reportable. Also, in many places, it is against the law to NOT report suspected abuse/neglect.

Neglect is an omission and Abuse is an action. Neglect is the failure to properly feed, clothe, house etc. It can be intentional or it can be the result of extreme circumstances such as abject poverty. Abuse is always intentional and may be physical, sexual or both. Most states have statutes defining what constitutes abuse and neglect. To report abuse or neglect (and you don't have to know which it is to make a report) call you local children's services office. Abuse can also be reported to your local law enforcement agency.

there are different kinds of abuse;Child abuse; when someone is biting up a child, burned them with cigarettes, or kicked them down the stairs; is child abused; but
there are other kinds. like verbal abused.
In the other hand child neglect is someone perhaps with no mother's skills, they do not know what a child needs; like not changing the diaper ofter, or not feeding the child regularly , or keeping up with the hygiene like bathing; or combing their hair. or living a child in a car in a hot summer day; that is neglect.

All States and territories provide definitions for physical abuse. The term is generally defined as any nonaccidental physical injury to the child, and can include striking, kicking, burning, or biting the child, or any action that results in a physical impairment of the child.
Neglect is also addressed in the statutes of all States and territories, either in a separate definition, or as a type of abuse. Neglect is frequently defined in terms of deprivation of adequate food, clothing, shelter, or medical care. Several States distinguish between failure to provide based on the financial inability to do so and the failure to provide for no apparent financial reason. The latter constitutes neglect.
If you suspect that a child is being abused or neglected, you should call your local Child Protective Services (CPS) agency or the CPS agency in the State in which the abuse occurred. As you identify the appropriate agency for making a report, remember the following:
Not every State has a toll free hotline, or the hotline may not operate on a 24 hour basis.
If a toll free (800 or 888) number is available, it may be accessible only from within that State.
Federal agencies have no authority to intervene in individual child abuse and neglect cases. Each State has jurisdiction over these matters, and has specific laws and procedures for reporting and investigating. In some States, all citizens are mandated reporters by State law and must report any suspicion of child abuse or neglect.
We have listed below the toll free numbers for the States that have them. If a number is not listed, or if you need to report suspected abuse in a State other than your own, please call:

There is no difference, i've looked it up for you. Child abuse is the physical, psychological or sexual maltreatment of children. The Centers for Disease Control and Prevention (CDC) defines child maltreatment as any act or series of acts or commission or omission by a parent or other caregiver that results in harm, potential for harm, or threat of harm to a child.[1] Most child abuse happens in a child's home, with a smaller amount occurring in the organizations, schools or communities they interact with. There are four major categories of child abuse: neglect, physical abuse, psychological/emotional abuse, and sexual abuse. Different jurisdictions have developed their own definitions of what constitutes child abuse is for the purposes of removing a child from their family and/or prosecuting a criminal charge. The mental health journal states that child abuse is defined as “any recent act or failure to act on the part of a parent or caretaker which results in death, serious physical or emotional harm, sexual abuse or exploitation; an act or failure to act which presents an imminent risk of serious harm.”

abuse is when a child is purposfully hurt, like being beat or burned. Neglect is when a child is left in a hazardous situation where they could get hurt, like leaving a 4 yr old home alone or leaving an infant in a car.
