They want a diverse student body, but in many states are not allowed to use them as separate factors. n California, for example, it is illegal for public universities to use race as a factor at all. To accomplish their goal of getting a more diverse student body, they have taken other actions to attract qualified minorities.

In other states, schools might have more leeqay -- but have to lump women and various minorities in together to avoid breaking laws.

They do this because there are so many things to ask and only few spaces to write them on, This is the area where they can look into the grey zones, meaning that the rules state that there must be no racial profiling, gender discrimination etc etc.
If all things are considered equal, (same qualitfications) you might get in on any of those because they need to have some students that fill those categories..

I think most schools have to look for different people to keep their population diverse.
