You sure can so long as it is a carton and not a bunch of cartons to make money off of. I live in VA and it is much cheeper here than in MA where my mom lives and I send her a carton here and there when I think she might be low or for a birthday etc!

Ask customs. Cigarettes are exportable so you need to pay duty before hand or they will hold it until the party you sent it to will cough up the money. Its not worth it.
Besides, why on earth would someone send cigarettes when he can buy it himself. Is the friend in prison? I think there are rules for prison cigarettes. Ask by phoning the place.

If its out of country I'd check customs laws. Some packs aren't packaged for sale outside the US and can be seen as smuggled untaxed contraband.
