Welcome to life - it wont end. There is a whole world of people out there like that and they don't change as they get older. My office is full of them. Just get whatever you need from them up front so you don't have to go after them later.
My mother always "forgets" when she offers to do something so I send her emails acknowledging her agreement to do so. It's helped a bit.

If that person is well aware of their obligation to contribute financially to something, I think it is fair to remind that person of that obligation, but not in a harrassing or "bill collector" way. For forgetful people, it's always a good idea to set a "Pay by..." deadline and send out a friendly reminder to everyone in the group that the funds are due in a few days. If after the deadline that particular person still hasn't paid, you're well within your rights to ask for the money and give them a chance to explain their reason for the delay. If a reasonable answer is given, give them a few days to get the money together. If they haven't said why they haven't paid, I'd give them a call or email every other day until the money is paid. And if it gets ugly... there's always small claims court (provided the amount owed is significant enough to take it there). But it's never a good idea to call someone constantly and bug them....
