I want to put up a fence in front of my house and didn't know where to find the guidelines on how close to the road it could be.

I believe it is 10 feet however check with your local township office.

You must go to where ever the records are kept to determine this. It depends on the type of highway I think.

Can you use neighbors fences and just go with the flow?

Trivia - in Maryland the state (at least in this county (Frederick))doesn't own the road the home owners own and are taxed to the middle of the road. It seems odd but maybe it's the same everywhere.

You should contact City Hall and ask them to lay out the boundary for you.

I've always thought it was 4', but you should call your local Hwy dept. and ask them.
