I want to send a box, a toy inside to Japan from USA.
I want to it to be sent carefully, so the box itself will not get any damages. I was planning to put the box to a little bit bigger carton box with many air-bubble sheet(protector) inside it. However, the weight is 5lbs, and if it can reach to 4lbs, the shipping fee is so different.
And here is my question:
Do you think I can put the air-bubble sheet around the box and then wrap that with a thick mailing packing paper?

What I am worrying about is that the damage to the box. If I sent it inside USA, it probably OK, but this is for international.

If you have any other good ideas that I can make my shipping very light, please help me.

The paper would peel off because the package has to go through a lot of machinery on its journey. I saw something on TV recently that said you may assume your package will be dropped 3 times from a height of 30 inches while in transit. Your best bet will be to open the inner box and cushion each piece so nothing can rattle around or rub against each other. Then cushion the inner box within the big box. Go for the 5 pounds and imagine it could have been seven!

Yes, you can put bubble-wrap around the box, then wrap it in parcel paper. It doesn't need to be particularly thick either, but once you've taped it on, I suggest that tying lightweight string around it will not only keep the paper more secure (if it gets rained on, for example) but will also give the postman something to hold on to, and avoid him squeezing the sides of the box to avoid dropping it.

Make sure the string doesn't obscure the address, and it wouldn't hurt to put a plastic bag over it after you've put the bubble-wrap on. We do that a lot. The plastic bag makes disasters caused by severe rain less likely, and the bubble-wrap helps prevent punctures, and the string keeps it all together.

Don't wrap & tie it up until you've checked how much it will all weigh though - sometimes these things can be heavier than you'd imagine..!

Post office will check unusually wrapped packages.
If the toy is allready in styrofoam in its original box wrap it in brown paper at least twice and make sure you have it taped tightly with the good packing tape, there is some out there that just doesn't stick well.

Because of the distance...pack it in a box. That's the safest way.

I'm not sure how big it is but they do make padded envelopes you could use and the toy should be safe if you use those.
